Doesn't the Cable act of 1984 require "basic" tv service
to provide ALL over-the-air channels?
Why doesn't that include all over-the-air digital channels down
converted to analog?

The answer to your question is almost certainly addressed on the
FCC website. There are other newsgroups and forums where
cable operations are more likely to be discussed than here.
